La Historia del Proyecto Electoral

The “Proyecto Electoral” is a “Roadmap to Free Elections” which identifies obstacles in Cuba's current legal framework to the holding of free and fair elections there. The roadmap proposes suggestions for repealing or amending existing law in order to pave the way for free elections. The work, informed by international norms, integrates best practices in an effort to arrive at what one understands by “free and fair”.  The Proyecto Electoral roadmap was created by a global team of lawyers. While its perspective is international it is anchored in the Latin American and Cuban historical context and where advisable, is guided by a range of legal and historical data derived from political transitions from around the world during the last twenty-five years. There is no political agenda underlying this analysis. It is intended to be used as a resource and tool for lawyers, legislators and those charged with parliamentary reform, should a transition in Cuba occur. It is in every sense of the word,  a roadmap, a guide for the practitioner who, with the goal of conducting free and fair elections in the country, can be assisted by  a step by step methodology to achieve that goal.
